i hav toned upper body.. but fat thigs.. i tried lot of exercises,.. i would like a few which will tone my inner thigs

hi Sarah..my name is barbie and im 19….i really want you to help me to loose legs and stomach fat by telling me the really good exercises that i can do at home..and the most important question is when is the right time to exercise?…is it morning before breakfast or after lunch??
i really need your help in this SARAH.
